Idaho Attorney General Declines To Investigate Caldwell Mayor For Obstruction Allegations

CALDWELL, ID — A Fraternal Order of Police attorney representing the employment of Caldwell Police Chief Rex Ingram filed a complaint with the Idaho Attorney General’s Office in March, alleging that Mayor Eric Phillips misused his official position to obstruct police investigations, according to newly obtained documents by KTVB through a public records request.

The complaint centers on Phillips’ actions after he was notified, he would be interviewed as a witness in an internal affairs investigation. According to the complaint, Phillips immediately issued a directive halting all internal affairs investigations and transferring investigative files to the City Attorney’s Office.

The FOP attorney, Pete Krantz with Lovell Law LLC, argues this violates Idaho Code Section 18-705, which prohibits willful obstruction of public officers.
